"State of the World Address" is the third studio album by band BIOHAZARD. Sen Dog has a guest performance on the song "How It Is".  I think we are in front of one of the best hardcore albums of the 90's decade. When the band recorded it in 1994 all the HC/punk became surprised for the new and modern way to make hardcore. After the periode which almost all bands sounded  faster, "crossover" and closer to thrash structures, BIOHAZARD was the first band in the scene to incorporate Rap elements in its music. Important also to mention how sounded the new drums structures and its "broken" rhythms. I remember when I bought this album and how I was... totally surprised. Perhaps there were another few bands which sounded similar to BIOHAZARD: Madball, Sick Of It All... not more. The fact is nowadays the album sound still modern and is highly recommended to listen to it.
